James Purefoy stars as William Travers, a criminal barrister who is recovering from a traumatic series of events that have shaken his belief in the legal system. Reagon家族是纽约市有名的警察世家，一家几代人都在执法部门工作，有的还献出了生命。Frank Reagon（Tom Selleck）是纽约市警察局现任局长，也是Reagon家族的「掌门人」。他父亲Henry（Len Cariou）担任局长期间，曾因为政治上「处理失当 」而惹过不少麻烦－－偏偏这位老警官非常固执，对自己做过的任何事情都没有悔意。如今「父债子偿」，Frank在管理庞大的警员队伍的同时，还要不停弥补父亲当年遗留的「老大难」问题。
