九十年代初期，一场离奇的爆炸让正在从事军事研究的化学工厂化为废墟，三名“军事试验品”从实验室中逃离，下落不明。因为这三名实验品是极度危险的不安定份子，于是中共中央派出了人造人聂玲（杨丽菁 饰）追查他们的下落。 传闻香港屡屡发生抢劫案，犯案的是三名神秘人，和失踪的三个实验品有着极高的相似，于是，聂玲来到了香港，开始她的围剿行动。香港方面，警方派出了尹秋水（万梓良 饰）加入了围剿行动。在一次交锋中，尹秋水为了救名叫小雪（朱茵 饰）的女孩而被聂玲的失忆枪打中，之后，聂玲又被尹秋水误伤。
